The <project.out>.qual-file contains a description of the kinds of all surrounding loops for each statement. This information is stored similar to the used_vector in the <project.out>.trafo file.

Where each loop quality vector can have following entries:
- 's' for schedule loop
- 'p' for placement loop
- 'a' for additional inserted loop
